The service

BidTerrain is a service of VA Notary Vets. VA Notary Vets operates and bills BidTerrain subscriptions, so Stripe Checkout, card statements, invoices, or receipts may identify VA Notary Vets while the subscribed service is presented as BidTerrain.

BidTerrain is an email-based research and monitoring service for telecommunications opportunities published through the Rural Health Care program. The Founding plan monitors one primary state. Within that state, a subscriber chooses either statewide coverage or up to 50 counties, cities, or communities. It also includes daily or weekly matched-opportunity alerts for up to three alert recipients, source-linked review briefs with subscriber PDF exports, amendment and deadline monitoring, and bounded historical USAC commitment context. BidTerrain does not submit bids or contact applicants on your behalf.

A free territory-scan request does not start billing. A paid plan begins only when you affirmatively complete Stripe Checkout.

Secure self-service controls let subscribers update monitored territory and service preferences, manage up to three recipients, choose daily or weekly alerts, pause alerts, and classify matched opportunities. Preference changes affect future scans and alerts; they do not modify official source records.

Customer-submitted Census areas and five-digit ZIPs are treated as customer-attested screening criteria, not verified network serviceability. BidTerrain does not determine whether a carrier can serve a particular building, circuit endpoint, or route.

Alerts and email choices

A free scan request authorizes one requested scan delivery and does not create a recurring email subscription. Recurring monitoring begins only with an active service or separate express consent. Recipients can unsubscribe individually, and account owners can pause delivery or remove recipients from the dashboard.

Price, renewal, and payment

The Founding plan costs $149 USD per month, plus any applicable taxes shown at checkout. It renews automatically each month until canceled. By subscribing, you authorize Stripe to charge your selected payment method for each renewal. Stripe is BidTerrain’s payment processor and handles payment-card information under its own terms and privacy practices.

Cancellation and refunds

You can cancel at any time by emailing bidterrain@gmail.com. Cancellation takes effect at the end of the then-current paid billing period, and access continues through that date. Except where required by law, amounts already charged are nonrefundable and BidTerrain does not provide prorated refunds or credits for partial months.

Failed payments

If a payment fails, Stripe may retry the charge and email you about updating your payment method. BidTerrain may pause or end paid service if payment remains overdue. Until BidTerrain activates its customer billing portal, request payment-method help by emailing bidterrain@gmail.com.

Independent research service

BidTerrain is independent and is not affiliated with or endorsed by the FCC or USAC. It organizes public information as a research aid. It does not provide legal, procurement, funding, eligibility, or compliance advice.

Verify before acting

Official USAC postings and applicant documents are the controlling sources. Matches, scores, summaries, dates, and extracted details may be incomplete, delayed, or wrong. You are responsible for checking every requirement, deadline, eligible-service rule, and applicable federal, state, Tribal, and local obligation before acting.

Automated document extraction is deliberately limited. Supported documents may yield source-linked service, bandwidth, contract, site-count, or circuit evidence; scanned, encrypted, unsupported, or ambiguous files may remain unknown. An extracted participating site is not automatically a requested circuit endpoint, and a filing location is not proof that the selected service applies to every consortium site.

Historical USAC commitment records are provided only as research context. A past provider or commitment does not identify a current incumbent, establish an expected price, recommend a bid, or prove serviceability. Funding year and the official historical dataset must be reviewed with every record.

No outcome guarantee

Fit scores describe apparent territory and service alignment, not win probability. BidTerrain does not guarantee eligibility, funding, awards, response rates, revenue, or any business outcome. Providers remain responsible for their own 498 ID or SPIN and bid decisions.

Acceptable use

Do not use the service to violate procurement rules, interfere with fair and open bidding, access systems without permission, or submit false or misleading information. BidTerrain does not submit bids or contact applicants automatically.

Availability and changes

BidTerrain may change, suspend, or discontinue service features as the product develops. If a material change affects an active paid plan, BidTerrain will provide notice by email when reasonably practical. Updated terms apply from their stated effective date; continued use after that date means you accept them.
