An “open record” count describes records in the latest verified BidTerrain snapshot. It does not claim that every record fits a particular provider, and it can change as applicants, USAC, or the synchronization process update the source.

Public pages require a recent, stable snapshot
BidTerrain serves the public opportunity directory from its official cache only after a successful synchronization is recent and no active refresh is changing the snapshot. A refresh that begins during a read invalidates that read.
If those checks fail, the site shows “refreshing” or “unavailable” rather than treating an old or changing list as current. This is a freshness boundary, not a guarantee that the upstream public data is complete or error-free.

What the public snapshot contains
The discovery source is the USAC Rural Health Care Posted Services dataset, covering posted service requests collected from FCC Forms 461 and 465. BidTerrain’s public projection includes procurement fields such as application number, program, filing organization, broad location, requested service, dates, RFP indicator, and a safe official source link.
Applicant contacts, phone numbers, email addresses, street addresses, raw attachment text, and customer territory profiles are excluded from the public opportunity response.

Attachment evidence can be partial
Supported official files may produce structured service, bandwidth, contract, site-count, and circuit signals. Image-only files, unsupported formats, rejected sources, and ambiguous language can remain unavailable for automated extraction.
Missing extracted evidence never means the applicant omitted a requirement. It means the provider must review the official filing and attachments directly.
